<br />~ Metropolitan Council <br /> <br />~ Workingfor the Region, Planningfor the Future <br /> <br />Internal Memorandum <br /> <br />Date: <br />To: <br />From: <br />Subject: <br /> <br />April 5, 2000 <br />Sandra Pinel, OLA Principal Reviewer <br />James Larsen, EPE Water Management Unit <br />City of Ramsey Draft 2020 CompPlan Update <br />Referral File No. 18160-1 <br />Supplemental Information Submission Review Comments <br /> <br />Environmental Resources Planning Management Comments <br />The submission is still incomplete. <br /> <br />Sanitary Sewer Element - Individual Sewage Treatment Systems (ISTS) <br />The letter submitted by the city dated March 20, 2000 states their intent to "study the issues of <br />ISTS and implement a program consistent with Minnesota Rule 7080 by December of 2001." <br />The city has indicated its interest in grant funds from the Council to carry out this function, but <br />insufficient information has been provided by the city about their planned management program <br />to proceed with the grant at this time. That timeframe would be acceptable to render this plan <br />element complete only if the city's proposal met all necessary program content needs. The city <br />previously assured the Council in January of 1995 (Referral File No. 13834-7) it would <br />incorporate ISTS management program changes within nine months, and those program changes <br />have not been instituted, to date. The MPCA's deadline for incorporation oftheir rule changes <br />into local ordinances was January 1999. <br /> <br />To render this plan element complete, the city will need to revise its grant request to say the city <br />will include the requirement that all systems in the city be either pumped or inspected at least <br />once every three years, and that the comp plan text will be revised to include a maintenance <br />management and tracking program for all ISTS in the city. These changes will need to be made <br />before we will be able to call the plan complete for final review. <br /> <br />The copy I received for review is missing page Vill-2, discussing part ofthe on-site septic system in the <br />city. It would be helpful if! could see the rest ofthat plan language. <br /> <br />Surface Water Management <br />The resolution submitted by the city will be adequate to render this section complete for final review <br />upon execution by the city, and submission of a copy to the Council. <br /> <br />Additionally, our records show that the city's revision of its local surface water management plan is to be <br />completed by September 2000, in response to completion of the Lower Rum River Watershed plan in <br />September of 1998. <br />
