The <br />Council required communities served by regional systems to identify five-year staging areas in <br />their comprehensive plans. The Council has been informed that communities have interpreted <br />this five-year urban staging plan requirement as a change in regional policies. The five-year <br />staging plan is used by the Council to undertake its facilities planning for regional services. After <br />comprehensive plans are reviewed, the Council permits communities to develop anywhere within <br />the 2010 MUSA as long as the development is contiguous and there is adequate regional system <br />capacity. <br /> <br />At its meeting on March 22, 2000, the Council reaffirmed its policies regarding land supply and <br />staging within the identified 2010 MUSA: once a community's plan is reviewed and allowed to <br />be put into effect, the community may develop the land within the agreed-to 2010 MUSA <br />boundary, unless there are short-term constraints in any of the Council's regional systems. <br /> <br />The Council has not identified any constraints in the regional systems in your community. Your <br />community may implement the 2010 MUSA boundary agreed to by your community and the <br />Council if your plan has completed the review process.
