<br />Housing <br /> <br />Comments indicate that the plan is incomplete. Comments provided by Guy Peterson, Metropolitan <br />Council staff, indicate that Ramsey's "Housing Action Plan" should be incorporated or adopted by <br />reference into the plan. It is the City's position that because the goals and policies identified in the <br />Housing Element were derived from the text of the Housing Action Plan, the housing chapter is <br />complete for review by the Metropolitan Council as submitted in the December 21, 1999 draft. <br />Further comments from the Metropolitan Council should be made through the formal review <br />comments. <br /> <br />In addition, it was requested that the availability of land for medium and high density housing through <br />2010 be documented. Differing numbers on differing tables were referenced. The following points <br />are offered for clarification: <br /> <br />. The 246 acres in table V-2 represent the total amount of land (developed and <br />undeveloped) guided for high and medium density housing in the community. <br />. Table V-5 does not refer to land available in the community for medium and high- <br />density housing. Rather Table V -5 refers to land needed to meet Metropolitan Council <br />projections. <br />. The 163 acres in Table V -6 represent the total amount of vacant developable lands <br />guided for medium (6 units per acre) and high density (15 units per acre) residential <br />development within the urban growth boundary as represented on Figure V-4. When the <br />medium and high density areas are combined they average out at a density of 11 units <br />per acre on 163 acres of land. The lands guided for medium and high density residential <br />development are all planned to be provided with urban services by 2010. This can be <br />observed by cross referencing the future land use map (Figure V-2 on page V-8) with <br />the development staging plan (Figure V-4 on page V-35.) <br />. In order to clarify this issue, a footnote under table V -7 in the land use plan on page V- <br />34 will be inserted to indicate that 163 acres of land designated medium or high density <br />development will be provided urban services by 2010. <br /> <br />Water Resources Management <br /> <br />The assumption is made that the Metropolitan Council considers this section as incomplete. The <br />following remedies need to occur: <br /> <br />. Sewer flow projections need to be made in five-year increments and are reflected in an <br />amended Table VIll-4. <br />. The heading in Table VIll-1 is amended to indicate the data is as of January 1998. <br />. Enclosed is a large version of the City's sewer system map. <br />. ISTS is included as a policy statement (policy 5) on page V-14 of the land use chapter <br />and then indicated as an implementation strategy in the Implementation Chapter (see <br />section C on page XVI-3). It is the City's intent to study the issues of ISTS and <br />implement a program consistent with Minnesota Rule 7080 by December of2001 <br />. Soils were mapped in the Critical Area chapter as required by State Statutes. For the <br />remainder of the City soils are not mapped. It should be noted that in all instances <br />requiring private septic systems, soil tests are required and it is the City's intention to <br />abide by this requirement. It is generally noted that the majority of soils in the city are <br />well suited to private septic systems. Soils were generally mapped in previous comp <br />planning efforts and maps are available at City Hall. <br />
