<br />Dccemher 21, 1999Amended Januarv 28.2000 Draft <br /> <br />The City of Ramsey should closely monitor its vacant land supply and <br />the market interest for residential and industrial development in the <br />community. It should develop a thorough inventory of the City's <br />housing supply compared to the demographics of the community to <br />ensure an adequate supply of life cycle housing to meet demand. The City will therefor not have a growth stage beyond 2015. <br />** 163 acres of land guided medium and high density residential will be in MUSA by 20 I O. <br /> <br />c) Permanent Rural Area Development <br />Many current residents living in the rural areas of Ramsey moved to <br />Ramsey to gain access to its natural features and to enjoy what is <br />perceived by many as a rural lifestyle. In the future, people will continue <br />to pursue this lifestyle for the same reasons that residents did in the 70s, <br />80s and 90s. Rural lot development saw its peak towards the end of the <br />1980s when landowners were quick to subdivide their properties prior to <br />the adoption of the 4 in 40 zoning requirements in 1989. As the supply <br />of rural lots dwindles there will be less and less growth in the rural areas. <br />By 2020, it is expected that the area will be near fully developed at <br />densities of 1 unit per 2.5 acres for the rural developing area and 1 unit <br />per 10 acres for the rural preserve area. Only small infill parcels that are <br />not easily developed will remain in the rural area by the year 2020. <br />Rural growth will accommodate roughly 966.0 additional units on private <br />septic and well systems. <br /> <br />Just as urban areas are staged to control the rate of growth, efforts to <br />manage rural growth should also be put in place. A staging plan for the <br />rural developing area is proposed that will allow for development to be <br />staged from 2000 to 2010. Generally, Ramsey Boulevard will serve as <br />the boundary. Areas east of Ramsey Blvd. may develop between 2000- <br />2005 and areas to the west may develop after 2005.
