<br />January 28, 2000 <br /> <br />Housing <br />Comments indicate that the plan is incomplete. Comments provided by Guy Peterson <br />indicate that Ramsey's "Housing Action Plan" should be incorporated or adopted by <br />reference into the plan. Many ofthe goals and policies identified in the Housing Element <br />were taken from the Housing Action plan. The following amendments are suggested: <br /> <br />. A policy statement should be inserted into the Housing Element to address this concern and may <br />read as follows: "the City will implement its housing action plan to achieve its life-cycle housing <br />goals." <br />. A sentence should be inserted into section F. of the Implementation chapter that may read as <br />follows: "Additional housing strategies and programs are identified in the City of Ramsey's <br />Housing Action Plan." <br /> <br />In addition, it was requested that the availability of land for medium and high density <br />housing through 2010 be documented. Differing numbers on differing tables were <br />referenced. The following points are offered for clarification: <br /> <br />. The 246 acres in table V -2 represent the total amount of land (developed and undeveloped) <br />guided for high and medium density housing in the community. <br />. Table V -5 does not refer to land available in the community for medium and high-density <br />housing. Rather Table V-5 refers to land needed to meet Metropolitan Council projections. <br />. The 163 acres in Table V-6 represent the total amount of vacant developable lands guided for <br />medium (6 units per acre) and high density (IS units per acre) residential development within the <br />urban growth boundary as represented on Figure V -4. When the medium and high density areas <br />are combined they average out at a density of II units per acre on 163 acres of land. The lands <br />guided for medium and high density residential development are all planned to be provided with <br />urban services by 2010. This can be observed by cross referencing the future land use map <br />(Figure V-2 on page V-8) with the development staging plan (Figure V-4 on page V-35.) <br />. In order to clarify this issue, a footnote under table V -7 in the land use plan on page V -34 will be <br />inserted to indicate that 163 acres ofland designated medium or high density development will <br />be provided urban services by 2010. <br /> <br />It is indicated that Guy Peterson will clarify what is needed in separate correspondence to <br />the City. Further clarification can be provided at that time ifneeded. <br /> <br />Water Resources Management <br />The assumption is made that the Metropolitan Council considers this section as incomplete. <br />The following remedies need to occur: <br /> <br />. Sewer flow projections need to be made in five-year increments. Steve Jankowski will need to <br />make these calculations. HKGi will provide needed land use data. <br />. The heading in Table VIII-I will be amended to indicate the data is as of 1998. <br />. The City should have this system map available and should supply it as requested. A smaller, <br />less detailed copy created by HKGi, is included in the plan. This map could be revised to reflect <br />needed info as an additional service. <br />. ISTS is included as a policy statement (policy 5) on page V -14 of the land use chapter and then <br />indicated as an implementation strategy in the Implementation Chapter (see section C on page <br />XVI-3). The city should discuss this with the Metropolitan Council and determine if it is <br />sufficient. It is my understanding that the Metropolitan Council needs a commitment from the <br /> <br />2 <br />
