In order to move the plan forward, the <br />Metropolitan Council requests a commitment in the form of a Resolution or Memorandum of <br />Agreement signed by both parties indicating that Ramsey is going to implement an ISTS <br />management program within a specific time period after adoption of the plan. This particular <br />issue is the most significant issue where conflict between the Metropolitan Council and City of <br />Ramsey may prevent the Comprehensive Plan from progressing through the necessary channels. <br />. Soils were mapped in the Critical Area chapter as required by State Statutes. For the remainder <br />of the City soils are not mapped. It should be noted that in all instances requiring private septic <br />systems, soil tests are required and it is the City's intention to abide by this requirement. It is <br />generally noted that the majority of soils in the city are well suited to private septic systems. <br />Soils were generally mapped in previous comp planning efforts and maps are available at City <br />Hall. <br /> <br />Surface Water Management <br />The city should pass a resolution to indicate that it intends to establish an ordinance to <br />implement the Council's Interim Strategy to Reduce Nonpoint Source Pollution. This <br />appears to simply be a request from the Metropolitan Council for the City to show a <br />commitment to implementing the plan. <br /> <br />Transportation <br />The review indicates that this section is almost complete for review. The following <br />amendments to the plan are needed: <br /> <br />. Add a table that shows the number oflanes on major roadways. <br />. Incorporate a paragraph on the Anoka County Volunteer Transportation Program. <br /> <br />Regarding access management, the first major paragraph on page VI-12 attempts to justify <br />why access management is important. If this is not sufficient, the Metropolitan Council <br />might offer additional language in the formal review. <br /> <br />Critical Area Corridor and MNRRA Plan <br />It is assumed that this element is complete for review purposes. <br /> <br />Hopefully this memo will provide you with some assistance and direction on completing the <br />additional requested information in a timely manner. <br /> <br />Please do not hesitate to give myself or Mark a call after having the time to review this <br />memo and discussing a course of action with your staff and or council. <br /> <br />I will follow this memorandum with the various pages that reflect the above-mentioned <br />changes for you to update plans. <br /> <br />3 <br />
