Future well siting will depend upon the treatment scenario and the capability of thelronton- <br />Galesville Aquifer to meet pumping requirements. <br /> <br />The city is cooperating with nine other cities, the county and the MDH on the preparation of a wellhead <br />protection plan. The city should note that its wellhead protection will be considered as a local <br />comprehensive plan amendment, .and will be subject to Metropolitan Council review at both the flow <br />delineation and plan development stages. These reviews could be done as part of the ten-city effort if the <br />group decides to submit a single plan. <br /> <br />Part II - Emergency Planning for Public Water Suppliers <br /> <br />The updated Ramsey plan does not contain a separate section dealing with emergency preparedness, nor <br />does it refer to the plan that was adopted in 1995. Readers of the update would be unable to ascertain that <br />such a document existed within the city. A reference to the 1995 plan, or to any subsequent updates, should <br />be included in the local comprehensive plan references to water supply. <br /> <br />The update does contain a good recommendation that the city provide two power generators for pump <br />operation during emergencies. <br /> <br />Part III - Water Conservation Plan <br /> <br />The updated plan contains some information on the city's conservation plan, but no reference to the 1995 <br />plan adopted and approved by the DNR. The update references the odd/even sprinkling ban that is at times <br />imposed and an education program on the benefit of water conservation. Section 7 of the plan examines <br />several conservation measures, and recommends that the city routinely examine its rate structure, go to <br />monthly or bi-monthly billing, and institute meter replacement and leak detection programs. These are, <br />however, recommendations by the city's consultant rather than statements that the city will do these things. <br />Some statement in the local comprehensive plan relative to the city's intent to implement watersupply plan <br />recommendations is needed. <br /> <br />Part IV - Items for Metropolitan Area Public Supplies <br /> <br />Coordination between the city's local comprehensive plan and its water supply plan occurs as a part of <br />this submittal and review process. Minor discrepancies between the city and the Metropolitan Council on <br />population projections do not present a significant problem at this time. <br /> <br />The Ramsey water supply plan update did not address "official controls" that the city uses to implement <br />its plan. Any controls that are used should be referenced in the local comprehensive plan. <br /> <br />Summary <br /> <br />The City of Ramsey water supply plan update was reviewed according the same criteria used for the <br />original plan submittal. The plan does a good job of highlighting infrastructure facts, but lacks basic <br />information on demand breakdowns and conservation implementation. The final local comprehensive <br />plan draft should address the issues raised in this review an,d cross-reference the previously approved <br />emergency response and conservation plans. <br /> <br />3 <br />
