Informal reviews of earlier draft plans were completed January 13, <br />1999 and for the Critical Area on February 1, 1999. <br /> <br />The Council has 10 working days to determine if the plan includes all information necessary for <br />the 60-day review to commence. The plan includes most of the necessary information. However, <br />we have determined that some elements of the plan are incomplete for Council review in <br />accordance with the Local Planning Handbook, the Regional Blueprint and Regional Systems. <br />The Council will commence review when it receives additional information as described below. <br /> <br />Forecasts, Land Use and Density (Sandra Pinel 651 602-1513) <br /> <br />This section is mostly complete for review, although there may be a need for clarification to <br />evaluate consistency with regional policies and systems plans. <br /> <br />. Please clarify a gross density of development for the rural developing area. The plan projects <br />densities of one unit per 2.5 acres for the rural developing area. Would wetlands and other <br /> <br />preserv.ed lands reduce this density at all if calC111at~d ~t a gr053 densit:l per secticn? ~,x;'hat is <br />the permitted intensity of development and/or minimum lot size in that area? <br /> <br />Housing (Guy Peterson 651602-1418) <br /> <br />The housing element is incomplete for review. <br /> <br />. Incorporate, or adopt by reference, the attached City of Ramsey Housing Action Plan for the <br />Livable Communities Act (LCA), which identifies many of the housing development, <br />assistance and rehabilitation programs available to help the city meet its affordable and life- <br />cycle housing goals into the Housing Element and Implementation Program. <br />. Document the availability of land available for medium- and high-density development <br />within the MUSA through 2010 in order to meet the city's negotiated LCA affordable and life <br />cycle housing goals.
