<br />Jim Norman, City Administrator <br />January 13,2000 <br />Page 2 <br /> <br />the city has the capacity to accommodate those rental and affordable ownership units (246 <br />acres on Table V -2, 85 acres on Table V -5 and 163 acres in Table V -6 without timeframes.) <br />Guy Peterson will clarify what is needed in separate correspondence to the city. Ifwe assume <br />only half of the city's affordable ownership units can be achieved with detached single-family <br />homes, then the city will need at least 132 acres ofland developed at nine units per acre to <br />achieve its goals, and this density might be high if planned for town homes. <br /> <br />Water Resources Management (Don Bluhm 651 602-1116 and Jim Larsen 651602-1159) <br /> <br />The Comprehensive Plan Update represents a Tier I level plan. <br /> <br />. Provide sewage flow projections in at least five-year increments by adding years 2005 and <br />2015 flow needs to Table Vill-4. The plan provides incremental flow projections that <br />represent increased flow over existing flow levels only for years 2000, 2010 and 2020. <br />. Label Table VIII-1 to indicate the year the table depicts for "existing sewer flowage." The <br />city of Ramsey is served with metropolitan sewer service through two separate connections to <br />the Metropolitan Disposal System (MDS). Each connection is metered through the use of a <br />gravity flume, which was designed to accommodate a wide range of flows. The design <br />enables the MCES to change the flume size as flow from the community increases over time. <br />Currently both facilities contain a three-inch flume nested inside a larger flume. The Council <br />needs sufficient incremental flow projections for each connection point so that planned <br />improvements can be scheduled at each of the meter locations. <br />. Submit a recent copy of the city's sanitary sewer system map depicting location and size of <br />facilities and any lift station/forcemain facilities the city owns and operates. <br />. Include text in the plan for the city to establish an ISTS maintenance and management <br />program and to revise the ordinance, Appendix E, within 120 days of Metropolitan Council <br />action on the plan, to require all systems be inspected or pumped every three years, consistent <br />with MPCA rules 7080. The Council has developed a computer software program that is <br />available free of charge for the city's use in establishing and managing an ISTS notification <br />and tracking program. We suggest also including a map showing soils not suitable for on-site <br />systems since it is also required in state guidelines for the Mississippi River Critical Area. <br /> <br />Surface Water Management (Jim Larsen 651 602-1159) <br />. A copy of the land use controls that implement the Council's Interim Strategy to Reduce <br />Nonpoint Source Pollution (the city has adopted the strategy in the plan) or a resolution <br />indicating that controls will be amended to implement the strategy within 120 days of <br />Metropolitan Council action on the plan. <br /> <br />Water Supply <br />This element is complete for review. <br /> <br />Aviation (Chauncey Case 651602-1724) <br />The plan is complete for review. <br />
