Indicate on the road map or in the text the number oflanes on collectors, major and A-minor <br />arterials. The city is advised that some issues may surface in the review. Any changes to the <br />functional class of a highway need to go through the TAB process. The basic reasons to <br />manage highway access should be articulated in the plan so as to have a legal basis to defend <br />the restrictions. <br />. Include in the description available transit services of the Anoka County Volunteer <br />Transportation Program. Service is provided Monday through Friday to seniors and/or clients <br />receiving assistance from the county for medical, dental or social service appointments. <br />Where the plan calls for working with Anoka and Sherburne Counties and Metro Transit to <br />develop a process to form car pools, it should be noted that the can refer its residents to Metro <br />Commuter Services for ride matching services. <br /> <br />Parks and Open Space <br />This element is complete for review <br /> <br />Implementation (Sandra Pinel 651 602-1513) <br />This element is complete for review. <br /> <br />Mississippi River Corridor Critical Area and Mississippi National River and Recreation <br />Area (Kristina Smitten 651 602-1535) <br /> <br />The city's Comprehensive Plan (Draft 12/21/99) includes a proposed Mississippi River Corridor <br />Critical Area Plan and incorporates goals for the Mississippi National River and Recreation Area <br />(MNRRA) and addresses some of the informal review comments dated February 1, 1999. The <br />city does not yet have an approved Critical Area Plan in place. The Metropolitan Council will <br />review the city of Ramsey's Mississippi River Critical Area Corridor plan during the <br />comprehensive plan review process under the provisions of the Critical Areas Act of 1973 and <br />Executive Order 79-19, and will also review the plan for voluntary consistency with the MNRRA <br />plan, approved in 1995. The Council forwards its findings to the Department ofNaturai <br />Resources, which approves Critical Area Plans and to the National Park Service, which certifies <br />the plan for voluntary consistency with the MNRRA plan. Staff will contact the city in the near <br />future ifthere are any issues to be addressed in the review. <br /> <br />Advisory Comments <br /> <br />The Metropolitan Council is working with the Northstar Corridor Development Authority to help <br />assure a complete federal funding application for commuter rail. During the plan review, we will <br />be asking the city to commit to working with us on a continued station area land use planning <br />effort. <br />
