<br />.. ~ <br /> <br />The City's Zoning and Subdivision Chapter was last updated in 1991. Numerous <br />amendments and the updating of the Comprehensive Plan since then have resulted in an <br />ordinance that is inconsistent with the Comprehensive Plan. In this ordinance update, the <br />City is seeking to accomplish the following objectives: <br /> <br />A. Bring the Zoning Ordinance and Subdivision Ordinance into conformance with <br />the new comprehensive plan, which shall include, but not be limited to the <br />following: <br /> <br />. Revise the R-l Rural Residential District to create two new districts for rural <br />preserve and rural developing areas. <br />. Review all urban residential districts for lot sizes, minimum floor areas, a mix <br />of life-cycle housing, and density bonuses for affordable housing. <br />. Eliminate the R-2 Urban Residential District. <br />. Create a new district for the urban residential transition area according to the <br />new comprehensive plan. <br />. Review height restrictions, exterior building materials and off street parking <br />requirements in the Multiple Residential. <br />. Consider creating a new district for community facilities, parks and schools. <br />. Consider creating a greenway corridor overlay district. <br />. Consider establishing a new district to preserve lands planned for future urban <br />services from premature large lot subdivision. <br />· Incorporate interim use provisions for lands expected to be served by city <br />sewer and water according to the staging plan. <br />. Create design guidelines for the highway business district. <br />· Create new districts for the Mixed Use and the Town Center designation. <br />. Revise and expand the scope of the PUD ordinance and standards. <br />· The following sections of City Code have recently been revised and only need <br />to be incorporated into the revised Zoning and Subdivision Chapter: adult <br />uses, signs, residential accessory buildings, towers. <br /> <br />B. Identify and eliminate inconsistencies within and between the Zoning and <br />Subdivision ordinances. <br /> <br />C. Update the Wild and Scenic River, Critical River and Shoreland Management <br />regulations to conform to revised state regulations. <br /> <br />D. Prepare an updated base zoning map that is ArcView compatible <br /> <br />SCOPE OF SERVICES <br /> <br />The consultant will have primary responsibility for updating the Zoning and Subdivision <br />Chapter. This will include drafting and presenting ordinance revisions to the Planning <br />Commission and City Council. <br />
