<br /> <br />The CPA is located beyond the current development staging plan, in the 2015 to 2020 stage. <br />However, the 2030 Development Framework identifies Ramsey as a "Developing Area" community <br />and the regional systems serving Ramsey have adequate capacity to accommodate the proposed <br />development. <br /> <br />On August 3, 2005, the Council staff met with the City staff to discuss sewer flows and growth <br />forecasts. The post-CPA households increased from 10,300 to 10,830 by 2010, and from 15,500 to <br />16,117 by 2020. Also, sewer flows increased to 2.34 million gallons per day (mgd) by 2010, and <br />3.23 mgd by 2020. Council staff provided a letter (attached) to the City outlining the regional <br />wastewater service for the City of Ramsey. <br /> <br /> <br />Conformity with <br />Regional <br />Systems <br /> <br />The amendments conform to the adopted Regional Systems' Policy Plans for <br />Aviation, Recreation Open Space, Transportation and Wastewater (Water <br />Resources Management). <br /> <br />Consistency with <br />Council Policy <br /> <br />The amendments are consistent with the Council's 2030 Regional <br />Development Framework policies. <br /> <br />The City's updated development staging plan meets the Council's 2030 <br />Framework policies for Developing Area communities. The City's net <br />community-wide residential densities meet the Council's MUSA Expansion <br />requirements and policy of 3 to 5 units per net developable acre, as shown in <br />the analysis below. <br /> <br /> <br />The amendment meets the Council's Guidelines for Evaluating MUSA Expansion requests. Ramsey <br />currently participates in the Council's plat monitoring program. The City's overall residential density <br />for development since 2000 is 3.7 units per net developable acre, greater than the required three <br />units per net developable acre.
