Committee Report

c

Community Development Committee
Metropolitan Council special meeting: June 29, 2005

Item: 2005.169

ADVISORY INFORMATION

Date Prepared: June 21, 2005
City of Ramsey Comprehensive Plan Amendments:
1. Brookfield Additions, Review File No. 18160-19, and
Subject: 2. Sweet Bay Ridge, Review File No. 18160-20

Summary of Committee Discussion:

Tori Dupre presented the City of Ramsey's two comprehensive plan amendments, the staff report
evaluating both, and recommendations. The first amendment, Brookfield Additions, proposes to
change the land use designation of 156 acres from Rural Developing to Low Density Residential
to develop 235 single-family residential units. The proposed net density is 1.9 units per net
developable acre.

The second amendment, Sweet Bay Ridge, proposes to change the land use designation of 102
acres from Central Rural Reserve to Low Density Residential to develop 165 single-family
residential units. The proposed net density is 2.4 units per net developable acre.

Although the amendments propose densities less than three units per acre, the City's overall
density for residential development since 2000 is 3.8 units per net developable acre, achieving
the Council's policies and MUSA expansion criteria. In addition, the remaining land guided for
residential uses to 2020 would be developed at a net density of 3.6 units per net developable
acre.

The Committee acted to approve the report and recommendations.

Recommendation:

That the Metropolitan Council:

1) Allow the City of Ramsey to put the Brookfield Additions and Sweet Bay Ridge comprehensive
plan amendments into effect with no required modifications.

2) Inform the City that total sanitary sewer flows must remain within the Council's 2010 and 2020
household growth projections.

I \metc-webp IcouncilinfolCouncillCounciC Meetings12005\062905 Special\0629 _2005 _1 69consent.doc
