CASE # REQUEST FOR COMPREHENSIVE PLAN AMENDMENT FOR THE PROPOSED PLAT OF SWEET BAY RIDGE; CASE OF OAKWOOD LAND DEVELOPMENT By: Sylvia Frolik, Asst. Comm. Dev. Dir./HRA Exec. Dir. Background: , Oakwood Land Developm~nt has submitted an application for an amendment to the 2001 Comprehensive Plan. The request is to change the land use designation from R-l RuralReserve to Low Density Residential on the property generally known as the St. Anthony Gun Club, which is located on the east side of Variolite at about 161 51 Avenue. The amendment to the Comprehensive Plan, along with a subdivision request, would allow the applicant to develop the property with single-family homes served by sanitary sewer and municipal water. The following items are enclosed for your information: a) Site Location Map b) Sketch Plan c) Draft Planping Commission meeting minutes dated March 3,2005 d) Proposed Resolution approving the comprehensive plan amendment request Notification: State law requires that the City notify property owners within 350 feet be notified ofthe request and public hearing date. Staff attempted to notify property owners within 700 feet of the subject property . Observations: Oakwood Land Development is proposing to extend sanitary sewer and municipal water to the former St. Anthony Gun Club property in the R-l Residential - Rural Reserve District. The proposed sketch plan is proposing to develop the property with single family homes at urban densities. The 200i Comprehensive Plan designates the subject property as Rural Reserve. Development of Sweet Bay Ridge with urban services requires a Comprehensive Plan Amendment to change the subject property's land use designation from Rural Reserve to Low Density Residential. The Planning Commission reviewed the sketch plan for Sweet Bay Ridge at its January 6, 2005 meeting. At that time, City Staff reported that any decision on the sketch plan may be premature a~ the Comprehensive Plan amendment to consider extension of urban services to the northern areas of the City is still in process. Per Staff's recommendation, action on the sketch plan was tabled until March to allow the City more time to work on the comprehensive plan amendment. On January 4, 2005, the City Council and the' Planning Commission provided Staff and the consultants . with direction and comments that basically expanded the scope of the Comprehensive Plan from an amendment to are-write. ' The expanded scope of the comprehensive plan amendment will extend the time frame to complete the amendment process. In the meantime, Oakwood Land Development has exercised their right to apply for a Comprehensive Plan Amendment to consider the land use designations
