OAKWOOD LAND DEVELOPMENT <br /> <br />Background: <br /> <br />Jacob Barthold, Lee KappedahI and Oakwood Land Development have submitted an application <br />for an amendment to the 1995 Comprehensive Plan to expand the Metropolitan Urban Service <br />Area (MUSA) to include approximately 9.7 acres immediately north of the Apple Ridge/River <br />Pines subdivisions. The following items are enclosed for your information: <br /> <br />. Site Location Map <br />. Proposed Sketch Plan of proposed subdivision <br />. Planning Commission public hearing and meeting minutes dated 9/1 % 1 <br />. Proposed Resolution approving comprehensive plan amendment <br /> <br />At Mr. Barthold's request, the subject property was part of a Comprehensive Plan amendment <br />initiated in 1993 by the City of Ramsey for a MUSA boundary expansion. By the time the <br />amendment was approved by Metro Council in 1995, a portion of Mr. Barthold's property, <br />which is the subject of today's request, was not included in the MUSA boundary expansion <br />exhibit. The fact that this portion of Mr. Barthold's property is not in the MUSA came to light <br />during the preliminary plat review of Apple Ridge (ensuing phases named River Pines) in 1997. <br />The preliminary plat was modified to eliminate this portion of Mr. Barthold's property and as a <br />result, 15Sth Lane from River Pines 2nd Addition to the west, dead ends on the west boundary of <br />the subject property. . <br /> <br />The March 2001 Draft Comprehensive Plan proposes to include the subject property in the <br />MUSA expansion area in order to complete the River Pines subdivisions. The fact that 158th <br />Lane in River Pines 2nd Addition dead ends on the west boundary of the subject property is <br />problematic. <br /> <br />The Planning Commission conducted a public hearing on September 10 and recommended <br />approval of the request to include the property in the MUSA. <br /> <br />Action: <br /> <br />Motion to adopt Resolution #01-12-_ approving the request for a comprehensive plan <br />amendment to include the Barthold/Kappedahl property' in Section 14 in the Metropolitan Urban <br />Service Area and directing City Staff to submit the amendment to Metropolitan Council for <br />e approval. <br />
