request and shall undertake the necessary studies to evaluate the requested modification in accordance with the guidance provided in the Minnesota Manual on Uniform Traffic Control Devices. Staff shall present an analysis along with their recommendation on the request to the Public Works . Committee. Petitioners shall be notified when the recommendation for their request is to be presented to the Committee. A recommendation from the PublicW orks Committee shall be forwarded to the City CounCil for final action. City Engineer Jankowski advised staff recommends that the Public Works Committee recommend to City Council that the attached Policy for Traffic Control Modification Requests . be adopted. ' Chairperson Elvig. inquired if there should be something included in the policy concerning a . request of less than five property owners within 500 feet, or if this type of request should be taken on staffs recommendation. City Engineer Jankowski indicated staff has reviewed~ this and noted that an area covering 500 feetfrom a particular mtersection generally would involve a fair number of people. Public Works Director Olson noted Council and staff are always able to initiate a traffic modification study if they see a safety hazard. Case #3: Consider Adoption of a Revised Street Lighting Policy City Engineer Jankowski reviewed that the Public Works Committee has considered street lighting issues twice in 2006. At the January meeting discussion focused on establishing a process for installing subdivision street lights in neighborhoods without them. At the September meeting staff reported that in 2006 a long standing goci1 of completing the installation of priority street lighting on all intersections with state, county and arterial City streets was realized, and suggested that an annual budget of $15,000 be <l;llocated for the installation of priority lights in other locations deemed to benefit the general public. Direction to staff provided from both these meetings by City Council was to revise the street lighting policy. Mr. Jankowski indicated included in the Council's packet is a draft for a revised policy as well as a copy of the current policy, which was adopted in October of 1992. The new policy includes a process for neighborhoods without subdivision street lights to petition for their installation under the same special assessnient process, which the City utilizes for other public improvements including Public Works Committee / October 17, 2006 Page 4 of 11
