City Engineer Jankowski replied he does not believe so. This policy is more to provide Council with some flexibility to respond to citizen requests for street lights at particular locations that have some need. Public Works Director Olson advised there is a need for street lighting in the City, especially within Town Center and Sunwood Drive. The plan would likely be similar to in years past, which would be for staff to come to the City Councilor Public Works COrr1II1ittee and recommend the expenditure for the year's allotment of street lights. If requests come in they would be prioritized into the next year's budget. This will ensure that the funds are utilized for the intended purpose. Councilmember Olson commented as the City grows street lighting will always be an issue and a fund will always be needed for this sort of thing. The budgeted amount may need to be reviewed if the growth in the City picks up speed. Motion by Councilmeinb~r Olson, seconded py Councitn1ember: Cook, to recommend to the City Council- that the attached revised Street Lighting Policy be adopted. Motion carried. Case #4: Report on Crosswalks Across County Roadways City Engineer Jankowski reviewed that at the September 19, 2006 Public Works Committee meeting discussion was initiated on how crosswalks should be marked at crossings of Anoka County highways. Staff has learned that Anoka County Highway Department policy regarding crosswalks is as follows: . Signalized intersections have crosswalk pavement markings, which are installed and maintained by the County. . All way stop intersections may be marked with crosswalk pavement markings but do not require warning signs. If the City wishes to have any of these crossing marked, installation and maintenance of the crossing would be at City expense. . Intersections on which County traffic does not stop would be subj ect to a review on a case by case basis. The Minnesota Manual on Uniform Traffic Control provides guidance _ that states "Crosswalks lines should not be used indiscriminately. An engineering study should be performed before they are installed at locations away from traffic signals or STOP signs." City Engineer Jankowski indicated a review of the existing trail system within the City shows that there are five signalized intersections on County roads where crosswalks are marked. These locations include; CR 116/Dysprosium St; CR 56/Sunwood Dr; Cr 56/CRI16; CR116/TH47; and CSAH 51TH 47. In addition, two trail crossings are located at intersections where county roads have a stop condition. These locations include CR 57/Alpine Dr. and CR57 and CR 116. In addition the intersection of CSAH 5 and Alpine Dr is anticipated to meet warrants for an all way stop. Public Works Committee / October 17, 2006 Page 7 of 11
