• CASE #: r7 <br />AUTHORIZATION FOR RELEASE OF THE DRAFT ENVIRONMENTAL ASSESSMENT <br />WORKSHEET (EAW) FOR RAMSEY CROSSINGS <br />By: Amy Geisler, AICP, Associate Planner <br />Background: <br />The City Council initiated the Ramsey Crossings redevelopment project on February 14, 2006. <br />Since that time, Robert Muir Companies has been selected as the master developer for Ramsey <br />Crossings, and planning is underway for the project. Because of the project's size, State law requires <br />an Environmental Assessment Worksheet (EAW) be prepared. <br />The following items are part of the case: <br />a) Draft Ramsey Crossings EAW (included separately in your agenda packet) <br />b) Resolution authorizing release of Draft Ramsey Crossings EAW <br />Observations: <br />A draft EAW document has been prepared for the project by Bolton and Menk, and is now ready for <br />consideration. Under Chapter 4410.1500 of Minnesota Rules, the City is required to release a Draft <br />• EAW to various state, county, and multi jurisdictional agencies for review and comment. In <br />addition, the Draft EAW document will be available to the general public for their comments. <br />It should be mentioned that the document under consideration is only a draft document. There is a <br />30 -day review period (with the possibility of an additional 15 day extension) for agencies and the <br />general public to review and comment on the EAW document. The City will then have to address <br />the comments, adopt a final EAW document, and make a determination on whether the project <br />requires the completion of an Environmental Impact Statement (EIS). Staff expects to bring the final <br />document before the City Council in January or February. <br />Recommendation: <br />Staff is recommending that the City Council adopt the enclosed resolution authorizing the release of <br />the Ramsey Crossings Draft EAW for comment and review. <br />City Council Action: <br />Motion to adopt Resolution #06-12- <br />EAW. <br />Review Checklist: <br />• Community Development Director <br />Assistant Community Development Director <br />CC: 12/12/06 <br />authorizing the release of the Ramsey Crossings <br />—141— <br />
