Consensus of the Committee was to direct staff to include a revised draft ordinance for violations of the sign ordinance on the agenda of the January Public Works Committee meeting based on the above discussion. Action: Ratify the recommendation of the Public Works Committee. Case #3 2007 Street Maintenance Program Background: The General Fund contribution for the 2007 program is $400,000. However, some of the streets scheduled for 2006 need to be completed in 2007. Recall that a change order was entered into at the time the project was awarded to allow for an increase in the cost of bituminous materials should the project not be able to be completed within the 20 working days provided in the agreement. Now that winter conditions have ended the 2006 construction season staff is reviewing the weather records to determine the number of working days and whether the project will need top be finished under the 2006 unit prices or the 2007 prices agreed upon in the change order. Staff is also reviewing the status of the 2006 program budget to assess the impact that additional city contributions because of assessment capped at 10% of the feasibility study, and • other factors have on the final 2006 program budget. Action: Staff will have a recommendation on the 2007 Street Maintenance Program budget at the meeting. COMMITTEE INPUT Receive Petition form Neighborhood Children at 158th Street and Osmium Street Staff reported the City received a letter from a number of children residing north of 158th and Osmium Street regarding the recent sealcoating. Staff explained the sealcoating does not have the black sheen it previously had, and the residents have expressed concern that the road is more difficult to use for things such as writing with chalk and rollerblading. Staff will respond to the residents with a letter indicating that the City appreciates their input, but sealcoating is necessary maintenance for the roadway system. Staff requested input from the Committee regarding the response letter. The following suggestions were made for incorporation into the response letter: ■ Encouragement of the children following the proper procedure ■ Stress that the City is appreciative of the children coming forward, but caution that it is dangerous to play in the streets -165-
