• Subdivision 1. Grand Openings and Public Events, Portable Signs, <br />Balloons, Gas Filled Figures, Streamers, Whirling Devices and Revolving Searchlights or <br />any such sign resembling the same, are prohibited from use within the city except for public <br />events, or when used as an integral part of the design of a building, or grand openings (the initial <br />commencement of business). In the case of grand openings or public events, whirling devices, <br />streamers and revolving searchlights shall be allowed for" the week only of said public event or <br />grand opening; portable signs and balloons shall be allowed for up to thirty (30) days <br />surrounding the public event or grand opening. <br />Subd. 2. Political Signs posted by a candidate for political office, or by a <br />person or group promoting a political issue or a political candidate may be placed in any district. <br />Political signs are limited to thirty-two (32) square feet in area and such signs shall be removed <br />within seven (7) days following the election.' <br />Subd. 3. Garage Sale and Craft Sale Signs. Advertising and directional - <br />garage and craft sale signs are limited to six (6) square feet and shall be of the free-standing type <br />only.. Garage and craft sale signs shall be placed on private property only and shall have the. <br />property owner's permission. All such sale signs shall be removed within twenty-four (24) hours <br />after the completion of the sale. A fixed fee, as established by City Council, per sign not <br />removed within 24 hours following the completion of the sale will be charged and said charges <br />will be used to defray the cost of removal by the City. Garage and craft sale signs shall identify <br />• the dates of the sale, name, address and telephone number of the sign owner. <br />Subd. 4. Construction Signs identifying the parties involved in the <br />construction to occur or occurring on the parcel may be installed upon a construction site in any <br />district, provided such sign does not exceed eighty (80) square feet, in commercial, industrial and <br />multi -family districts and six (6) square feet in single family residential districts. There shall not <br />be more than one (1) temporary construction sign -for each project'or development, except that <br />where a project or development abuts two (2) or more streets, additional such signs, one (1) <br />oriented to each abutting street, shall be permitted. Temporary construction signs shall be <br />located only upon the legally described parcel on the building permit. Temporary construction <br />signs are exempt from the permit and fee requirements but shall be allowed only as accessory to <br />an approved building permit for a project or development. Temporary construction signs may be <br />erected and maintained for a period not to exceed sixty (60) .days prior to the commencement of <br />construction and shall be removed within fourteen (14) days of the issuance of the certificate of <br />occupancy. A fixed fee, as established by City Council, per sign not removed within the <br />fourteen (14) days will be charged and said charges will be"used to defray the cost of removal by <br />the City. <br />Subd. 5. Real Estate Signs <br />a. Temporary real estate. signs may be erected for the purpose of selling, <br />promoting or leasing a residential project of four (4) or more dwelling units <br />or any non-residential project.
