Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #25-243 <br />RESOLUTION APPROVING A DEVELOPMENT AGREEMENT <br />FOR ZERO ZONE REFRIGERATION, LLC <br />RECITALS <br />1. Zero Zone Refrigeration, LLC, hereafter referred to as "Permittee", properly applied for a minor <br />plat and variance to impervious coverage to accommodate a building expansion and associated <br />site improvements on the property generally known as 6151 140th Avenue NW and legally <br />described as: <br />Lot 1, Block 1, Zero Zone Addition, Anoka County, Minnesota <br />(the `Subject Property'); and <br />2. That on September 23, 2025, the City Council adopted Resolution #25-218 vacating easements <br />and right-of-way and Resolution #25-219 approving the Final Plat (minor plat) of Zero Zone <br />Addition. <br />3. That on October 2, 2025, the Planning Commission approved a variance to impervious coverage <br />through Resolution #25-215. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />A. That the Ramsey City Council hereby approves the Development Agreement for the associated site <br />improvements, contingent upon: <br />1) Approval by the City Attorney as to legal form. <br />2) Construction plans approved by the City Engineer. <br />3) The Permittee obtaining a permit through the Lower Rum River Watershed Management <br />Organization. <br />4) The Permittee obtaining a building permit. <br />B. The Mayor and City Administrator are authorized to sign the Development Agreement. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />
