Councilmember Riley introduced the following resolution and moved for its adoption: <br />RESOLUTION #25-173 <br />RESOLUTION DECLARING SURPLUS PROPERTY AND APPROVING THE <br />EXECUTION OF A QUIT CLAIM DEED TO TRANSFER A PARCEL NO LONGER <br />NEEDED FOR ROAD PURPOSES <br />RECITALS <br />1. That on October 23, 2001, the City of Ramsey held a Public Hearing to consider Ordinance <br />#02-09, which would vacate certain road easements that were no longer needed. <br />2. That the Ramsey City Council introduced Ordinance #02-09 on February 26, 2002 and <br />adopted Ordinance #02-09 on March 12, 2002. <br />3. That Ordinance #02-09 went into effect on June 1, 2002. <br />4. That one of the dedicated road easements was legally described as: <br />That part of 150th Avenue N.W. lying west of the westerly right-of-way line of Xkimo <br />Street N.W. and easterly of the east line of Lot 1, Block 4, GORHAM'S SANDY ACRES <br />ESTATES, Anoka County, Minnesota <br />("Subject Property") <br />5. That the vacation proceedings were properly conducted and completed in 2002. <br />6. That in 2018, it was discovered that this road easement segment still existed as a separate <br />parcel and Staff resent the vacation proceedings and Ordinance #02-09 again to Anoka <br />County. <br />7. That in 2025, after conferring with the City Attorney, it was determined that the Subject <br />Property was actually conveyed to Ramsey Township 1971 in fee simple, and thus the <br />standard vacation procedure does not eliminate the City's interest in the parcel. <br />8. That for the City of Ramsey to release the Subject Property, it must be declared as surplus <br />property conveyed to a third party via a Quit Claim Deed. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />
