~ESO~O Minnesota Department of Transportation
do
Metropolitan District
~ Waters Edge
~°FT~°'`'y 1500 West County Road B-2
Roseville, MN 55113-3174
December 11, 2006
Mr. James E. Norman
City Administrator
City of Ramsey
7550 Sunwood Drive NW
Ramsey, Minnesota 55303
Dear Mr. Norman:
As follow up to our meeting regarding the approximate 41 acres of vacant land
available for purchase south of Trunk Highway 10 and west of Armstrong
Boulevard, Mn/DOT concurs that a good portion of this properly falls within the
future corridor identified in MnlDOT's Northwest River Crossing Scoping Decision
as a preferred alignment for the proposed Northwest River Bridge.
It is my understanding that the City of Ramsey and Anoka County have been
working. together in cooperation with the private landowner to acquire necessary
funds and/or develop the terms to purchase the property for approximately $4.5
million. While Mn/DOT is not in a position at:this time to contribute or allocate
funds for this purchase, the Department does support the advance right-of-way
acquisition process, particularly in corridors where major transportation
improvements are critical to the future functionality of the region and the state .
systems. ~~
Recognizing that this acquisition would be a major investment on the .part of the
local units of government, Mn/DOT is willing to commit to reimbursing the City of
Ramsey at some point in the future, and purchase parts or all of the subject
property provided the following conditions apply and are met:
The Northwest River Crossing project continues to-move forward as a
project, and remains as such in Mn/DOT and Metropolitan Council
short and/or long-range plans.
• The purchase price for the property will be in the amount of the City. of
Ramsey's initial purchase price'ce needs t dbe based onaa cert'fieds
will not apply. The purchase p
appraisal with Mn/DOT review.
An equal opportunity employer
