CC Regular Session <br />Meeting Date: <br />11/25/2025 <br />5. 15. <br />Primary Strategic Plan Initiative: Connect the community through Parks, Trails and Recreational Programming <br />Title: <br />Adopt Resolution #25-278 Authorizing the Purchase of Shelters and Furnishings for The Waterfront <br />Purpose/Background: <br />Considerable progress on the water play project at The Waterfront continues, concurrent and following <br />the appointment of H+U Construction as the construction manager for the project, who oversaw the <br />completion of the mass grading of the site earlier this month. Similar to the prefab restroom building <br />with the several -month production and delivery timeline —the three shelters together with outdoor <br />furniture need to be ordered to ensure they are on site this late Winter and Spring to match the <br />assembly and installation timeline. This includes excavation and the pouring of concrete footings for <br />the shelters as soon as late February/early March. <br />In addition to the ordering of these materials now, the city has the opportunity to purchase these items <br />directly through cooperative purchasing contracts, whereby they have already been competitively bid, <br />meeting state statutory bidding requirements. This process referred to as 'owner procurement' also <br />affords considerable savings over contractor -obtained materials, and in the case of the shelters and <br />furniture, this saving is $36,483. The city is also tax-exempt, saving another approximate $23k—which <br />does not include a contractor 'mark-up' that would likely be thousands more, if the city were not to buy <br />these items directly (including the water meter). <br />The first attachment details the items Resolution #25-278 authorizes for owner procurement, totaling <br />$343,921.15. In December or January 2026, the last owner procured items will also be before the <br />Council, also by cooperative purchasing contract; the in -ground seating with fabric umbrellas, trash <br />receptacles and pavilion tables. The contract pricing was not available in time to be included with this <br />case and Resolution. <br />Funding Source: <br />All funding for the three shade structures, water meter and furniture, ordered in 2025 and delivered in 2026 would <br />be from the Park Trust Fund, which has a present balance in excess of $11M. <br />Recommendation: <br />Staff recommends Council authorize the purchase of the shelters and furnishings outlined in this case by <br />Adopting Resolution #25-278, and direct staff to sign and execute the associated Purchase Agreements. <br />Outcome/Action: <br />Motion to Adopt Resolution #25-278 approving the purchase of the three shelters, water meter and <br />outdoor furniture for The Waterfront park improvement project. <br />
