5. 6. <br />CC Regular Session <br />Meeting Date: <br />12/09/2025 <br />Primary Strategic Plan Initiative: Strengthen and enhance our identity, brand and image. <br />Title: <br />Award Towing Contract for the City of n ar n;. - Please Note: this case was removed from the Consent <br />Agenda and added to the Regular Agenda as Case 7.3 <br />Purpose/Background: <br />The City of Ramsey has a five-year contract for towing services with North Star Towing, which is set to expire on <br />December 31, 2025. Staff is requesting authorization to enter into a new contract for towing services for the City <br />of Ramsey for a five-year period. After the City Council authorized a Request for Proposal (RFP) for towing <br />services at the October 28, 2025, meeting, the RFP was released. A notice was published in the Anoka County <br />Union on 10/31, 11/7, and 11/14. The deadline for proposals was November 16, 2025, at 11:59 p.m. <br />Eight tow companies within the distance requirement were emailed RFPs on October 30th, 2025. Two proposals <br />were received by the city: one from North Star Towing in Anoka and another from Collins Brothers Towing in <br />Elk River. The proposals that were received are attached to this case. A summary sheet has also been added, <br />showing a side -by -side comparison of charges for services. <br />Notification: <br />A letter will be mailed to the company not selected. <br />Time Frame/Observations/Alternatives: <br />The quality and efficiency of towing services are very important to public safety. The towing contract includes a <br />30-day termination clause that can be invoked by either party if expectations are not met. <br />Funding Source: <br />City vehicles will be towed at no cost. Seized vehicles, tows that occur due to arrest, accident, motorist aid, or <br />other police matter will be paid by the owner/driver of the vehicle at the rate determined in the selected proposal. <br />Recommendation: <br />North Star Towing had the lowest overall proposed prices and met the conditions of the RFP.
