Community Development Director Trudgeon responded in the affirmative. He explained this <br />development will be required to come back for final site plan approval. There are also some <br />code issues and certain performance standards that need to be met. The concern is noted for a <br />staggering of the buildings, as well as more brick material and shakes, and decorative fencing. <br />Councilmember Cook asked if the zoning change and the Comprehensive Plan amendment can <br />be approved contingent on final plat approval. <br />Community Development Director Trudgeon responded in the affirmative. <br />Councilmember Strommen inquired about the timeframe in relation to required action. <br />Community Development Director Trudgeon advised the 120 day timeline expires on December <br />10. If Council desires, there is one more meeting available to address the preliminary plat and <br />preliminary site plan. <br />Councilmember Stronunen expressed a preference in not moving the approval through at this <br />time, as the proposed plan still needs too many changes. <br />Councilmember Cook asked if moving the plan through at this time would give the City more <br />leverage in bringing forward the desired architectural elements. <br />Community Development Director Trudgeon replied this could be argued either way. <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to table the <br />following cases to the November 28, 2006 City Council meeting: <br />^ Case No. 4: Request for Comprehensive Plan Amendment; Case of DPM Investments, <br />Inc.; <br />^ Case No. 5: Request to Rezone Property from B-2 Business to Planned Unit <br />Development (PUD); Case of DPM Investments, Inc.; <br />^ Case No. 6: Request for Preliminary Plat and Preliminary Site Plan Review of Ebony <br />Woods; Case of DPM Investments, Inc. <br />Motion carried. Voting Yes: Acting Mayor Elvig, Councilmembers Strommen, Olson, Cook, <br />Jeffrey, and Pearson. Voting No: None.
