We offer the following comments: <br />General: The site plan is proposing a 5,413 square foot service station with car wash at <br />the site located generally at the southeast corner of Ramsey Boulevard and US Trunk <br />Highway 10. The site plan is being reviewed in conjunction with a minor subdivision to <br />create two buildable lots. <br />Zoning: The site is zoned B-2 Business, and gas stations are a permitted use in this <br />district. <br />Access: Access is being proposed at two locations, one onto Ramsey Boulevard and the <br />second onto Riverdale Drive. Staff has requested that the access onto Ramsey Boulevard <br />be re-located as far south as possible to accommodate queuing traffic at the Highway 10 <br />intersection. MNDOT has commented that the proposed access onto Ramsey Boulevard <br />is undesirable, and should be located as far south as possible. It is our understanding that <br />you propose to submit a revised site plan that indicates a re-location of the access point. <br />Lot Coverage: The proposed building will cover 9% of the lot, and 70% of the lot will <br />become impervious surface. Tliis meets lot coverage maxunums in City Code. <br />Setbacks: The B-2 Business District requires front, side, and rear yard setbacks of 35, 10 <br />and 35 feet, respectively. Parkuig and paving setback from street right-of--way is 20 feet. <br />The site plan appears to meet applicable setbacks, with the exception of west end, where <br />paving extends up to 5 feet from the Ramsey Boulevard right-of--way. The applicant has <br />modified the lot to provide additional right-of--way for vision triangle purposes which <br />moves the property line closer to the back of curb for the parking lot, partially <br />contributing to the variance request. The Board of Adjustment has granted the request for <br />variance from this standard. <br />-170- <br />December 21, 2006 <br />
