Holiday Stationstores
Final Site Plan Review
December 21, 2006
Architectural Standards: According to the submitted building elevations and narrative,
you are proposing to utilize a mix of brick, glass, EFIS, and tile. All of these materials are
acceptable with the B-2 District and will be verified upon building permit submittal.
Waste Storage: The site plan proposes to construct a trash room internal to the. store, and
allows removal of waste by a bittuninous loading area.
Loading Docks: The business is proposing to conduct loading a~.1d unloading activities
through the northern side door. Delivery trucks will park on the northernl portion of the
lot while conducting deliveries.
Off-Street Parking -Spaces Required: City Code requires 1 parking stall for every 250
square feet of store space, for a total of 22 spaces. Parking at gas pumps can be included
in this requirement. The submitted site plan shows a total of 35 stalls, 20 at gas pumps,
and 15 additional stalls on site, and conforms to City standards.
Lighting: All exterior lightng on the site must be arranged in such a way to avoid
illumination of the public street. The submitted lighting plan conforms to City Code if the
bulbs in the exterior light posts are not visible from surrounding properties: It appears
that all illumination will remain on site or within non-paved right-of--way.
Landscaping: The landscaping plan, dated November 1, 2006, is generally acceptable
subject to the following comments;
• Planting depth shall be such that the root flare is at grade level. Trees planted too
deeply will be rejected.
• At installation, do not prune any branches m~less they are broken or deformed (do
NOT prune 1/3 of foliage as shown in the tree planting detail).
• Mulch should not be piled against the trunks of trees (taper it back to trunk).
• The City requires atwo-year maintenance surety on ail installed plant materials.
Tree Preservation: A tree preservation plan is not necessary as there are no significant
trees on site.
Drainage and Grading: The site plan proposes directing stormwater into the drainage
ditch ul MN/DOT right-of--way for US Trunk Highway 10 and then into a pond created
by the developer of the previous subdivision. The pond location and configuration has
changed several times since the development was platted. The capacity of the pond must
be verified and the pond must be protected with a drainage and utility easement in favor
of the City of Ramsey. MN/DOT must grant a permit for discharge of the site drainage
into their ditch. Stonnwater calculations were provided with the site plan. They
summarize the proposed conditions; however, rate control for the 10 and 100 year events
is not demonstrated in the calculations. They must be expanded to include the ponding
area and demonstrate that the proposed rate of runoff does not exceed the existing rate.
-171-
