Add <br />stone to the elevations. Some concern about six units versus four units. <br />November 14, 2006 Cou~zcil nieeti~.g: looking for higher-end architecture, possibly <br />staggering buildings to avoid long wall of ants. Still some concern about six unts versus four <br />uluts. Staff recommended wrapping the brick and shakes around the sides of the building. <br />The most recent submittal (marked as 3ra submittal in the Council case) shows the brick and <br />shakes wrapped around the sides of the building as requested by Staff. Staff continues to <br />have some concerns about the dominance of the garages on the units and will be seeking <br />additional direction from the City Council on the elevations. <br />9: Streets: All six units will have direct access to Ebony Street, a dedicated and improved public <br />street. Ebony Street is not a collector street for which driveway accesses are restricted or <br />limited. City Staff fords this access plan acceptable plan acceptable. Street and sidewalk <br />impacts caused by the development will need to be restored by the Developer. <br />10. Grading and Drainage: A drainage and grading plan dated August 3, 2006 has been prepared <br />for this development by Brad C VJilkening PE. This plan proposes that drainage from the <br />development will be drained to Ebony Street which in turn drains to the Mississippi River. <br />The Mississippi River Overlay District regulations state that it must be shown that the <br />proposed development will not increase the runoff rate or decrease the natural rate of <br />absorption of storm water. The Department of Natural Resources has commented that the <br />additional runoff from this site should receive treatment before flowing to the Mississippi <br />River. Staff recommends that a detention pond be considered in the center of the site which <br />could overflow into the catch basin located on the east side of Ebony Street. An effort should <br />be made to locate this pond such that it would have minimal impact to the significant trees <br />located on the site. In addition staff offers the following comments on the grading plan: <br />• All grades must have a minimum slope of 1%. Several areas have grades which are below this <br />minimum. Any lots havuzg grades flatter than 2% will require a certificate of grading prior to <br />the issuance of a certificate of occupancy. <br />• Contours shall be provided for a distance of 100 feet beyond the boundary of the site. <br />• If a pondis added to the plan the location and elevation of the emergency overland flow outlet <br />shall be identified. <br />• Pre and post runoff calculations should be provided. <br />• A table specifying the following information should be added to the grading plan: house type, <br />garage elevation, minimum floor elevation, lowest floor opening, street centerline grade, and <br />backyard and front yard slopes. <br />• A permit for this development will be required from the Lower Rum River Water <br />Management Organization. <br />A revised grading and drainage plan is required as part of the final plat submittal. <br />-237- <br />
