Traffic Generation Analysis: It is anticipated that this development will add approximately 60 <br />trips per day to the existing traffic on Ebony Sheet which will subsequently utilize Riverdale <br />Drive to obtaui access to the regional road system. An analysis of the adequacy of the regional <br />road system was conducted in Spring of 2004 in conjunction with the Rivenwick Village <br />subdivision which. consisted of 195 townhouse units. This analysis surveyed the conditions at <br />four intersections which included: TH 10 / Ramsey Boulevard; Th10 /Feldspar St; TH 10 / <br />Sunfish Lake Boulevard; Riverdale Dr /Feldspar St. This study showed that all of the above <br />key intersections operated at an acceptable level of service with the exception of the TH10 / <br />Sunfish Lake Boulevard which operates at a LOS E during the pm peak hour due to the high <br />level of through traffic on Highway 10. It is important to note that this unacceptable level of <br />service is not associated with the traffic being generated on Riverdale Drive, but is attributable <br />to the traffic on Highway 10. The City is working with MnDOT to improve the capacity of TH <br />10. The improvement to the Sunfish Lake intersection is currently scheduled for 2008. <br />12. Utilities and Water Usage: The development will need to be served by municipal water and <br />sanitary sewer. These services were installed in Ebony Street in 2005 and two services were <br />stubbed out at the direction of the property owner who had anticipated two multifamily <br />buildilzgs being developed on the site. A utility plan dated August 3, 2006 has been submitted <br />illustrating how the six twinliome ants proposed would be served by the utility stubs <br />provided. The connection proposed in this plan. for the sanitary sewer services in this plan is <br />generally acceptable, however staff would recommend that cleanout be provided at each <br />location were the flow would make a 90 degree bend or greater. This would require additional <br />cleanouts for the building sewers servicing units 2, 4 and 5. With regard to the water services <br />to these units, staff is recommending that a 4-inch ductile iron watermain be placed parallel to <br />Ebony Street behind the east curb line to service all six units. This 4-inch main would be <br />connected into the two 4-inch service stubs currently in place. All six units would be provided <br />with a 1-inch copper service stubbed into the 4-inch ductile iron watermain. The developer <br />will need to pay .sewer and water tnulk charges on five units (a single trunk charge was <br />assessed at the time the sewer and watermain was installed for the existing lot of record). In <br />addition the developer shall be responsible for the costs associated with modifying the <br />building services including restoration within the right of way of Ebony Street. <br />13. Sewer and Water Trunk Fees: As discussed in #12, sewer and water trunk charges are due on <br />5 of the 6 wets. The rate in effect at the time of final plat approval will be charged; payment <br />will be required before the plat is released for recording. <br />14. Park Dedication: The proposed plat will be forwarded to the Park Commission for a <br />recommendation on park dedication. The City leas the option for cash, land, or a combination <br />of the two. Payment will be required before the plat is released for recording. <br />15. Trail Development Fees: The trail development fee in effect at the time of final plat approval <br />will be charged; payment will be required before the plat is released for recording. <br />-238- <br />
