Stormwater Management Fee: The stormwater management fee in effect at the time of final <br />plat approval will be charged; payment will be required before the plat is released for <br />recording. <br />17. Sidewalks: City Code requires the installation of sidewalks along one side of all non cul-de- <br />sac public streets. A sidewalk is currently in place along the east side of Ebony Street. Tlus <br />sidewalk will need to be protected or restored following the construction activity. <br />18. Landscaping. Plan: The May 11, 2006 landscaping plan is generally acceptable with the <br />following comments: <br />o Foundation plantings, including slu-ubs, perennials,. and possibly ornamental grasses, <br />around each of the units are strongly encouraged. <br />o Planting depth shall be such that the trunk flare is at or just ab6ve grade level. Trees <br />planted too deeply will be rejected. <br />o At installation, only prune branches that are broken or deformed. <br />o Any pnuung cuts that are necessary shall be made just outside the branch collar, NOT <br />flush with bark. <br />o Deciduous trees shall have a caliper of at least 1 inch and coniferous trees shall be at least <br />five (5) feet in height at installation. <br />o A 2- to 4-inch layer of organic mulch, covering at least the area of the planting hole, shall <br />be applied (do NOT pile mulch up around trunks). <br />o All areas not otherwise improved in accordance with the approved site plan must be <br />sodded. All landscaped areas must be irrigated, with the exception of the tree preservation <br />area. The proposed irrigation system will need to be reviewed by the City Engineer. The <br />irrigation system will need a dedicated service(s) that must be shown on the utility plan. <br />Please submit details regarding the utilities for such a system. <br />16. Density Transitionin~: Density transitioning is required along the eastern boundary of the site. <br />Existing vegetation within the tree preservation area appears to satisfy the transitioning <br />requirement. The lot to the south, Lot 1 Block 1 Clemens 2nd Add, is currently vacant: City <br />Code does not require density transitioning measures when a proposed residential <br />development is adjacent to a vacant parcel. However, that lot was just recently created <br />(received final plat approval iii November of 2005) with the intent of constructing a single <br />family home on the lot. Council will need to weigh in on whether any transitioning measures <br />need to be instituted along the southern property line. Some factors to consider include: <br />^ There are two rows of trees, consisting of red pine and green ash, as well as several silver <br />maples, on the adjacent vacant lot, along the common property Line that would provide <br />some buffering. <br />^ These existing trees are not under the control of the developer, and thus no <br />conditions/stipulations can be placed on them concerning preserving or replacing them. <br />-239- <br />
