Preliminary Plat City Council Minutes--October 24, 2006 <br />Case #3: Request for Preliminary Plat and Preliminary Site Plan approval for <br />Northfork Office Condos; Case of Saint Andrews Investment Group <br />Community Development Director Trudgeon stated the City has received a preliminary <br />plat application from Steve Ness at St. Andrew's Investment Group to develop multiple <br />office buildings with individual units for sale at the property located north of Highway 10 <br />and southwest of the railroad right-of--way, legally described as Outlot A and Lot 2, <br />Block 1, West Ramsey Industrial Park. Outlot A would be developed into 15 lots, with <br />one building on each.. Outlot B would be replatted as right-of--way for 156th Avenue, and <br />Lot 2, Block 1 would be the site for the community septic and well and would be <br />encumbered with drainage and utility easements. The buildings are proposed to be 5,380 <br />square feet in size, for a total of approximately 80,000 square feet of office/warehousing. <br />space. A zoning amendment to Planned Unit Development is being processed in <br />conjunction with the preliminary plat application in order to allow for acommon-interest- <br />community plat (CIC). Mr. Trudgeon explained this area is not served by sewer and <br />water facilities, and is proposed to be serviced with a community septic system and well <br />within the two acre lot to the south of 156th Avenue. A soils report has been submitted. <br />The developer is conducting more soils testing, as recommended within the soils report. <br />Also, the developer is working to determine the exact location of the septic system within <br />Lot 2, Block 1 of West Ramsey Industrial Park. <br />Community Development Director Trudgeon explained because there are no fire hydrants <br />to service the development, sprinklers will be required in all buildings. A community <br />well must be sized to accommodate fire suppression needs. The well system must also <br />provide water for daily use and imgation. Staff has reviewed the submitted <br />specifications regarding the fire suppression system, and it appears that the applicant is <br />proposing to meet all state and national standards. Details regarding the design of the <br />system will be submitted with other building details, and would be subject to review by <br />the Fire Marshal. Mr. Trudgeon indicated access is proposed to be gained from two <br />points on 156th Avenue. The construction of 156th Avenue to Alpine Drive will be <br />required as part of this development in order to provide a second access to the site. The <br />developer is requesting City assistance in tree removal on the existing City portion of the <br />property, legally described as Outlot B. A Landscape Plan has been submitted, and <br />minor revisions have been requested. Staff has also requested a lighting plan. The <br />building elevations are acceptable, and exact building materials and colors will be <br />requested at the building permit stage. The proposed service road has been widened to 28 <br />feet at the request of the Planning Commission in order to provide a larger aisle for trucks <br />to park, maneuver, and drive. <br />-269- <br />
