Community Development Director Trudgeon advised staff is recommending that the City <br />Council approve the proposed development, contingent upon compliance with the City <br />Staff Review Letter, specifically addressing the following items: <br />1. Revise the sizing assumptions for the community septic system that utilize the <br />proposed sizing suggestions stated in the City Staff Review Letter. <br />2. Provide information about the exact location of the community septic system; <br />alternate site, and community well with Lot 2, Block 1, to ensure the undisturbed <br />nature of the soil. <br />3. Provide information, in a written format, regarding the responsible party for <br />management and maintenance of the community septic system and well. <br />Community Development Director Trudgeon indicated the Planning Commission met on <br />October 6, 2006, and discussed the need to widen the service drive to accommodate <br />multiple delivery and contracting vehicles. The Commission recommended to approve <br />the plat, contingent upon compliance with the City Staff Review Letter dated September <br />26, 2006; and the applicant's delivery of information satisfactory to staff regarding the <br />location, size, design, and integrity of the community septic system, both as a primary <br />and alternate site, including testing, sizing assumptions, specification of location, and <br />identification of responsible party for management and maintenance of the community <br />septic system. <br />Councilmember Elvig clarified with the discussion of a PUD and community septic <br />system that this is a commercial project. <br />Community Development Director Trudgeon noted regarding the extension of 156' <br />Avenue, the road currently ends in a cul-de-sac. Outlot B, which is along the railroad <br />track, is part of this property and would be used for the road. There is an additional <br />outlot owned by the City that is reserved for future street right-of--way. The intention is <br />that the applicant will build a road at their cost to extend to Alpine Drive. <br />Councilmember Elvig asked the applicant what they envision as their market for this <br />project. <br />Mr. Steve Ness, St. Andrews Investment Group, replied the market for this project would <br />be companies like small commercial contractors and heating and. air conditioning <br />companies; it would be room and pop shops that are currently working out of their <br />garages. Owning one of these units would let them build equity in the condo and <br />eventually move on to a bigger building. <br />Councilmember Elvig expressed his support for this type of project. He asked if the <br />applicant feels the market is solid for this project. <br />Mr. Ness replied with the number of buildings being put in it makes economic sense to be <br />able to sell to the small contractor. There are three units presold and it looks like there <br />might be another three coming up. His goal is to have them all presold by the end of the <br />year. <br />-270- <br />
