Councilmember Cook commented this development is tucked in as a very appropriate use <br />with what is across the street in Elk River and what it backs up to. It is a good transition <br />coming into the area. <br />Mr. Mike Walz, General Contractor representing Northfork Office Condos, stated when <br />city sewer comes into the area they are looking at putting in additional buildings in the <br />community septic area. <br />Councilmember Pearson asked if there is a firm that will be monitoring the community <br />septic system. <br />Mr. Walz replied the fine that will be installing the well and septic system is in the works <br />of writing a maintenance contract. The firm will be available on an as need basis, as well <br />as quarterly monitoring. <br />Councihnember Elvig requested Fire Chief Kapler to address public safety. <br />Fire Chief Kapler reported there are currently two businesses in the City with a sprinkling <br />system on a private well, but they are single buildings; this development will include 15 <br />buildings. Staff has not seen a flow calculation yet, and it should be clear that the flow <br />requirements will need to be met. <br />Councilmember Cook inquired if water storage may be required on the site. <br />Fire Chief Kapler replied yes, but this is still early in the process. <br />Mayor Gamec pointed out there is usually a conditional use of the contract that requires <br />hook up when city sewer and water is available. <br />Community Development Director Trudgeon replied the development agreement as part <br />of the final plat includes the requirement to hook up within two Years of city sewer and <br />water being available. <br />Mr. Walz indicated there will be main stubs located at 156' Avenue. <br />Motion by Councilmember Eivig, seconded by Councilmember Cook, to approve the <br />preliminary plat for Northfork Office Condos, contingent upon: compliance with the <br />City Staff Review Letter; revising the sizing assumptions for the community septic <br />system that utilize the proposed sizing suggestions stated in the City Staff Review Letter; <br />providing information about the exact location of the community septic system, alternate <br />site, and community well with Lot 2, Block 1, to ensure the undisturbed nature of the <br />soil; and providing information, in a written format, regarding the responsible parry for <br />management and maintenance of the community septic system and well. <br />-271- <br />
