Absent: Councilmember Jeffrey. <br />Case #4: Request to Rezone Property from E-1 Employment to Planned Unit <br />Development (PUD); Case of St. Andrew's Investment Group, LLC <br />Community Development Director Trudgeon indicated the total development area to be <br />rezoned for the Northfork Office Condos project is approximately 11 acres, and includes <br />Outlot A and Lot 2, Block 1 of West Ramsey Industrial Park. The applicant wishes to <br />develop 15 buildings on Outlot A, which is 8.44 acres. The minimum lot size in the E-1 <br />Employment District is one acre, and the site plan proposes 15 lots, approximately 8,000 <br />square feet each. These 15 lots would be fiirther subdivided as Common Interest <br />Community plats (CIC), resulting in up to 45 lots on the 8.44 acre piece. A PUD is <br />needed because City Code does not provide standards for lots being developed as <br />common-interest-communities. In past plats, the City has utilized the PUD to <br />accommodate multiple buildings within a single development, platted as a CIC. The <br />remainder of the development area (Lot 2, Block 1) will be utilized for the community <br />septic system and well and will be encumbered with drainage and utility easements. <br />Outlot B will become right-of--way. Mr. Trudgeon advised staff and the Planning <br />Commission recommend that the City Council approve the zoning amendment to Planned <br />Unit Development, contingent upon Northfork Office Condos receiving fmal plat <br />approval. <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt <br />Resolution #06-10-335 adopting Findings of Fact #0781 relating to the request to rezone <br />the subject property. <br />Further discussion: Councilmember Elvig inquired about the term CIC. Community <br />Development Director Trudgeon explained the term is used to identify something that has <br />been condoed. The City can approve the plat and the County completes the CIC. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, <br />Pearson, and Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to introduce an <br />ordinance rezoning the subject property from E-1 Employment to Planned Unit <br />Development for the subject property. <br />Motion carried.
