Preliminary Plat Planning Commission minutes-October 5, 2006 <br />Case #3: Request for Preliminary Plat and Preliminary Site Plan Approval of <br />Northfork Office Condos; Case of St. Andrews Investment Group, <br />LLC <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:05 <br />p.m. in order to call the public hearing to order. <br />Public Hearin <br />Chairperson Nixt called the public hearing to order at 8:05 p.m. <br />Presentation <br />Associate Planner Dalnes stated the City has received a preliminary plat application from <br />Steve Ness at St. Andrew's Investment Group to .develop multiple office buildings with <br />individual units for sale at the property located north of Highway 10 and southwest of the <br />railroad right-of--way, legally described as Outlot A and Lot 2, Block 1, West Ramsey <br />Industrial Park. The applicant is seeking to develop Outlot A, B, and Lot 2, Block 1, <br />West Ramsey Industrial Park. Outlot A would be developed into 15 lots, with one <br />building on each. Outlot B would be replatted as right-of--way for 156th Avenue, and Lot <br />2, Block 1 would be the site for the community septic and well and would be encumbered <br />with drainage and utility easements. The buildings are proposed to be 5,380 square feet in <br />size, for a total of approximately 80,000 square feet of office/warehousing space. A <br />zoning amendment application to Planned Unit Development is being processed in <br />conjunction with the preliminary plat application in order to allow for acommon-interest- <br />community plat (CIC). <br />Associate Planner Dalnes explained this area is not served by sewer and water facilities, <br />and is proposed to be serviced with a community septic system and well within the two <br />acre lot to the south of 156th Avenue. Ms. Dalnes indicated because there are no fire <br />hydrants to service the development, sprinklers will be required in all buildings. A <br />community well must be sized to accommodate fire suppression needs. The well system <br />must also provide water for daily use and irrigation. Staff has reviewed the submitted <br />specifications regarding the fire suppression system, and it appears that the applicant is <br />proposing to meet all state and national standards. Details regarding the design of the <br />system will be submitted with other building details, and would be subject to review by <br />the Fire Marshal. <br />Associate Planner Dalnes advised access is proposed to be gained from two points on <br />156th Avenue. The construction of 156th Avenue to Alpine Drive will be required as part <br />of this development in order to provide a second access to the site. A Landscape Plan has <br />been submitted, and revisions are required to accommodate the required number of trees. <br />Staff is requiring the planting of 25 additional trees. Staff is not requiring landscaping on <br />-273- <br />
