Commissioner Cleveland noted there is a lot of greenery in front of the railroad tracks. <br />Chairperson Nixt commented a PUD accommodates the number of units on the site plan <br />and the smaller lots. He is not convinced there is not the potential for recurring <br />congestion in the rear of the warehouse buildings. <br />Mr. Campbell suggested this could be alleviated by moving the buildings further apart. <br />Chairperson Nixt noted another possibility would be to eliminate a building, which would <br />create some space and preserve the greenspace that is needed. <br />Mr. Steve Ness, St. Andrews Investment Grroup, LLC, stated the way the site is laid out is <br />great for the purpose it will be used for, which is for incubators for small businesses. <br />There will not be huge semis coming in and out of the site; there will probably be one or <br />two people in a building at one time. He already has three units presold and his goal is to <br />have all 15 units presold by the end of the year. By doing that he comes in at $100 per <br />square foot and can sell them out at $120 per square foot, which is still $20 below <br />market. Eliminating a building would eliminate 1/Z million dollars for him to be able to <br />get this development done. Mr. Ness stated he can pick up this property for a lot cheaper <br />than he can build it over here, and can create revenue for the City on a challenged site. <br />His goal is to draw in the type of people that can afford a small 1,400 square foot office <br />warehouse building. He has been dealing with a lot of small business owners, and that is <br />what a lot of them axe looking for. <br />Commissioner- Cleveland suggested restricting the size of the trucks that use the facility. <br />Mr. Ness indicated this type of requirement could be included in the Association <br />Agreement. <br />Chairperson Nixt stated people will not pull their trucks into these bays because it is <br />valuable square footage for shelving, storage and office space. He expressed concern that <br />there will be 30 units and the vehicles will sit outside the buildings. He stressed his <br />concern about the access and deliveries, and about panel trucks parked behind the <br />buildings while the tenants axe working in their unit for two to three hours each day. <br />Mr. Ness suggested including outlot parking on the other 21/z acre lot. <br />Chairperson Nixt commented the building concept is well thought out, but he is <br />somewhat skeptical that it will be as smooth flowing as the developer thinks, and that the <br />road will be virtually unimpeded during most of the day other than deliveries. He stated <br />any office warehouse in town that has multi-tenants will have a number of vehicles <br />parked behind the building, which will impede deliveries. He does not want to create <br />those problems for the City, and is in opposition to this for that reason. <br />-278- <br />
