I. OVERVIEW <br />The City of Ramsey is a rapidly growing community located in western Anoka County, bordered <br />on the south by the Mississippi River and on the east by the Rum River. The City encompasses <br />28 square miles of land area and currently has approximately 22,000 residents. A significant <br />portion of Ramsey is established in a rural development pattern. However, the City has been <br />experiencing substantial, urbanized residential, commercial and industrial development over the <br />past five years; most notably the transit oriented mixed use development. -Ramsey Town Center. <br />The City has also been updating various planning tools and documents. The following plans <br />have been completed or are near completion: Central Rural Reserve Study, Master Housing <br />Plan, Natural Resources Inventory, Comprehensive Water Plan, Comprehensive Sewer Plan, <br />Comprehensive Stormwater Plan, Parks and Open Space Plan, Capital Improvement Program, <br />and Ramsey3. Ramsey3 is unique undertaking by the City to provide information to citizens, <br />business leaders, and policy makers that will assist the community in charting itsfuture. <br />Ramsey3 will include a series of educational forums and a public participation event utilizing <br />open space technology. (More information about Ramsey3 can be found at www.ramsey3.org). <br />II. INSTRUCTIONS TO PROPOSERS <br />1. All proposals should be sent and all questions and correspondence should be directed <br />to: <br />City of Ramsey <br />Attn: Patrick Trudgeon, Community Development Director <br />7550 Sunwood Drive N.W. <br />Ramsey, MN 55303 <br />763-427-1410 <br />2. All proposals must be received no later than 4:00 p.m. on January 29, 2007. Ten (10) <br />copies of the proposal, one (1) unbound original and one (1) digital copy on CD- <br />ROM must be provided. The copies shall be sealed and clearly identified with <br />"Comprehensive Plan RFP" by the submittal deadline. <br />3. In order to be considered a valid proposal, each proposal must meet the following <br />requirements: <br />a. Written proposals received after 4:00 p.m., January 29, 2007 will not be <br />considered. <br />b. Each proposal must be signed by an officer of your company who can be held <br />accountable for all representations. <br />4. The City will review the proposals and may schedule interviews for finalists. <br />-3~8- <br />
