<br />Councilmember Elvig inquired about RALF funding including compensation for dealing with <br />this type of issue in the future. <br /> <br />City Attorney Goodrich replied the City is reimbursed for their administrative expenses and has <br />the discretion to forward other expenses to Metropolitan Council. <br /> <br />Councilmember Elvig inquired about the length of the lease with K &K Sharp. He notep' the <br />Council had concerns about this lease to begin with due to the low rent, and the term was kept to <br />one year with a review planned. <br /> <br />City Attorney Goodrich replied the rate on the K & K Sharp lease is at $1.25 per. square foot; the <br />building is 11,200 sq feet. The lease for Midwest Car Care lease is approximately $4.50 on the <br />car wash portion and $12.50 on the other portion. Midwest Car Care: is paying taxes in their <br />lease, while it was determined to follow through with the gentleman's agreement with Mr. Sharp <br />and he is not paying taxes in his lease. The lease with K & K Sharp is a one year term; taxe~ will <br />begin to be paid in September. The lease with Midwest Car Care is a fivp year tenn. <br /> <br />Councilmember Elvig commented technology should assist with securjty concerns through <br />things such as cameras and a card reader. Access could be limited andcontroUed. He idoes not <br />know if the Council is in the position to pass judgment. However, according to the fiduciary <br />responsibility of the Council it should be noted there is a five-year, tax paying tenant that he <br />believes would trump the situation. He would like to see both of these ~eases work, butdo~s not <br />know that the Council can render an opinion other than one of fiduciary responsibility. <br /> <br />Mayor Gamec indicated Economic Development Coordinator Sullivan informed him the I\. & K <br />Sharp lease was not to be for turnabout, it was to be for storage. He cOlllIllented the area should <br />be able to be kept clear enough to allow access. He understands the security concern, but reader <br />cards are a good suggestion and any issues should be covered with insurance. <br /> <br />City Administrator Norman indicated Council does not need to determine the complete de$i;ls at <br />this time. Staff could be directed to work out the leases $0 that Midwest Car Care isprqvided <br />with 25 spaces. <br /> <br />Councilmember Cook expressed support in fencing an area for the 25 cars. separate from the <br />other storage. <br /> <br />City Attorney Goodrich asked if it is the Council's position that the City should pay for the <br />fencing. <br /> <br />Councilmember Elvig requested a recommendation from Mr. Fisher. <br /> <br />Mr. Fisher replied knowing that either tenant could lose their opportunity would put pressUre on <br />both tenants; they could research the idea of a second fence line being moved up to thefront end <br />of the building. Logistically, from Mr. Sharp's perspective, they are moving boats in the spring <br />and the fall.
