<br />CASE #: 3 <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF CBR DEVELOPMENT; <br />CASE OF CBR DEVELOPMENT <br />By: Breanne DaInes, Associate Planner <br /> <br />Background: <br /> <br />Tom Rollings submitted a sketch plan application to develop 10 townhome units on an <br />approximately 1.9 acre parcel located generally on the east side of Nowthen Boulevard, north of <br />Sunwood Drive. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staff review letter dated December 30, 2006 <br />d) Petition from residents <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiring notification of a proposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The applicant is seeking to develop a 1.9 acre parcel on Nowthen Boulevard with 10 townhome <br />units. The property is currently zoned R-I Residential and is guided low density residential by <br />the Comprehensive Plan. In order for the development to proceed, a rezoning to medium density <br />housing will be required, as well as a comprehensive plan amendment to Medium Density <br />Residential. <br /> <br />Access is problematic on the site. Nowthen Boulevard (eSAR 5) is a County Road. The County <br />has the right to grant access to additional lots from its roads. It is anticipated that the Highway <br />Department will not grant access for the additional lots requested because the spacing guidelines <br />from the intersection of Sunwood Drive are not met. <br /> <br />The development proposes to construct a public cul-de-sac with a private street extending from <br />the public "spine." Any streets, public or private, must have a turnaround provision. <br /> <br />The proposed townhomes would require density transitioning measures on the portions of <br />property abutting existing single-family homes. It does not appear that there is sufficient space to <br />accommodate the transitioning requirements on this property. <br /> <br />27 <br /> <br />
