Rick and Mr. Rollings: <br /> <br />We are in receipt of your sketch plan to develop a townhome plat in the City of Ramsey. The <br />sketch plan consists of one (1) sheet dated November 21, 2006. The City offers the following <br />comments: <br /> <br />General: The subject property is approximately 1.91 acres in size and is located on the east side <br />of Nowthen Blvd., north of Sunwood Drive NW. The sketch plan is proposing a total of 10 <br />attached townhomes. In addition to the platting process, the property will need to be rezoned <br />from R-l Low Density Residential to R-2 Meditnn Density Residential and will need a <br />comprehensive plan anlendment to Medium Density Residential. . <br /> <br />Zoning: The property is currently zoned R-l Residential, which allows up to 3 units per acre. <br /> <br />Density: The subject property is approximately 1.5 acres. The 10 units proposed results in a <br />gross density of 6.7 units per acre, which exceeds the R-l Residential zoning. A zoning <br />amendment will need to be processed to proceed to the preliminary plat stage. <br /> <br />Streets and Access: The County controls the access rights off of County Road 5 (Nowthen <br />Boulevard). It is anticipated that the County Highway Department will not allow a total of 10 <br />new households (70 trips per day) to gain access at this point. The access does not meet their <br />spacing standards from Sunwood Drive. Additionally, the City of Ramsey requires tumarounds <br />on all public and private streets. This requirement is deficient on the proposed plan. <br /> <br />Setbacks and Density Transitioning: The R-2 District requires the following structure <br />setbacks: 25 feet from public right-of-way,. 30 feet from plat boundaries, and 20 feet separation <br />betvveen buildings. Additionally, when medium density housing is proposed adjacent to single <br />family housing, a 25 foot density transitioning area is required and landscaping requirements are <br />increased. It is unclear whether the plat, as proposed will meet the density transitioning <br />requirements required in City Code. <br /> <br />31 <br /> <br />
