During. that time.. al residential cluster <br />ordinance was adopted that required clusterin~ of new homes 011 <br />smaller .lots while preserving. the remaining 18nd for the <br />possibility of future sewer and water development. Several <br />development proposals were submitted to the City in2QOS undei" <br />the clu.ster standards. In 2005 the City passed another develooment <br />moratorium in order to revise the cluster ordinance. During: the <br />revision process. it was determined that the City had insufficient <br />infomlation (specificallv natural resources data) with which to <br />revise the cluster ordinance.
