Councilmember Jeffrey asked if a fee has been set for use by outside agencies. <br />Assistant City Administrator Nelson replied yes, there is a fee in the resolution adopting the <br />Master Fee Schedule earlier this evening, rather than including it in this policy. <br />Councilmember Jeffrey encouraged setting a market rate for services that are available through <br />the community. <br />Councilmember Pearson asked if there would be a difference between rates for residents and <br />non-residents. <br />City Administrator Norman replied resident and non-resident rates are included. <br />Mayor Gamec asked if the listing of Government Functions would be considered any type of <br />organization related to the City. <br />Assistant City Administrator replied this would need to be a unit of government; local, state or <br />county. <br />Councilmember Olson suggested the Ramsey Foundation be listed as a group that is not charged <br />for use. She indicated if this organization will be raising money for charities approved by this <br />body they should not be charged for the use of the facilities. <br />Councilmember Cook noted the Ramsey Foundation could fall under Government Functions. <br />Councilmember Olson commented there are a few things that have come before Council in the <br />last several months, such as the Elk River Arts Group, where the Council has said it would be a <br />great charity to be funded by the Ramsey Foundation. <br />Assistant City Administrator Nelson explained the City incurs some expense with having these <br />groups use the building. If there is a function in the evening there will be an individual needed to <br />supervise the facility during those evening hours. If it is Council's desire to allow use of the <br />building without fees it needs to be considered that the City will incur expense. She <br />recommended the groups listed to utilize the space without a fee should either be specific or be <br />general and opened up. <br />Mayor Gamec suggested the Ramsey Foundation could be added to the list if the Council <br />determines so after listening to the upcoming presentation by the Ramsey Foundation. <br />Councilmember Elvig concurred. He suggested moving this policy forward as presented. With <br />more space and rooms, and as opportunities come up they can be deliberated specifically at that <br />time. <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to adopt Resolution <br />#06-11-349 approving the amended Facility Rental Policy and General Facility Use Policy with <br />City Council / November 14, 2006 <br />Page 18 of 31 <br />
