City Administrator Norman indicated he recommends Council form a transition team to begin <br />working on a transition plan. <br />City Attorney Goodrich distributed a draft resolution for the Council to discuss that would create <br />a transition team. He advised the primary purpose of the transition team is to ensure that the City <br />of Ramsey continues to deliver high quality municipal services. Responsibilities of the transition <br />team will include developing and executing a communications plan, overseeing the transition of <br />leadership and creating a search committee that will facilitate the recruitment of a new city <br />administrator. Mr. Goodrich advised staff recommends that the following staff members be <br />assigned to serve on the transition team in addition to the Human Resources Manager: Assistant <br />City Administrator, Finance Officer, Community Development Director and Public Works <br />Director. Mr. Goodrich advised, given that Mr. Norman's resignation will take effect on <br />December 31, 2006, which is fast approaching, the City Council may wish to consider <br />appointing an Interim City Administrator at this time. The Interim City Administrator would <br />work closely with Mr. Norman during the six weeks leading up to his resignation in order to <br />become intimate with the details of the various projects Mr. Norman is working on. The Interim <br />City Administrator would also serve after Mr. Norman's resignation takes effect and until a new <br />City Administrator is selected by the City Council. Typically, the Assistant City Administrator <br />serves as Interim City Administrator in the absence of the City Administrator. Mr. Goodrich <br />advised staff recommends the following action by Council: <br />1. Motion recommending the establishment of a Transition Team to ensure that the City of <br />Ramsey continues to deliver high quality municipal services. <br />2. Motion recommending that the City Council accept staff's recommendation to assign the <br />following staff members to serve on the Transition Team in addition to the Human <br />Resources Manager: Assistant City Administrator, Finance Officer, Community <br />Development Director and Public Works Director. <br />3. Motion recommending that the Transition Team provide regular updates to the City <br />Council and that its first meeting be scheduled for <br />5. Motion recommending that an Interim City Administrator be appointed effective <br />November 14, 2006. <br />Councilmember Jeffrey stated it is difficult to talk about a transition team in light of Mr. <br />Norman's resignation, but it is critical to put together a team that will ensure the ball is not <br />dropped on projects coming forward. He is in favor of staff serving on this transition team. <br />However his concern would be in any staff members that would wish to be an internal candidate <br />for the City Administrator position serving on the transition team, as it would tilt the playing <br />field in an unfair advantage. Councilmember Jeffery stated this team needs to meet as soon as <br />possible. The goals for this team need to be established very quickly and the team needs to <br />provide leadership in the transition, not in day to day operations.
