provide policy and support, and to make decisions so the City's quality staff can do their jobs. <br />The transition team should be a communication vehicle back to the Council, but the expectations <br />of the team need to be set forth immediately upon the first meeting. <br />Mayor Gamec suggested he and Councilmembers Elvig and Strommen serve on the transition <br />team with the first meeting held on November 20. At that time the team could bring back a <br />recommendation for the Interim City Administrator. <br />Councilmember Strommen noted the recommendation is to appoint an Interim City <br />Administrator effective November 14, 2006. She questioned why the Interim City Administrator <br />would be appointed prior to the effective date of Mr. Norman's resignation, which is December <br />31, 2006. <br />Motion by Mayor Gamec to appoint the following to serve on the Transition Team: Mayor <br />Gamec, Councilmember Strommen, and Councilmember Elvig; and that the first meeting be <br />scheduled for November 20, 2006. <br />Motion died for lack of a second. <br />Councilmember Strommen suggested the first meeting include a discussion of whether any of the <br />staff members listed for the transition team are interested in the City Administrator position. <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to 1) recommend the <br />establishment of a Transition Team to ensure that the City of Ramsey continues to deliver high <br />quality municipal services; 2) to accept staff s recommendation to assign the following staff <br />members to serve on the Transition Team in addition to the Human Resources Manager: <br />Assistant City Administrator, Finance Officer, Community Development Director and Public <br />Works Director; 3) that the following City Council members be assigned to serve on the <br />Transition Team: Councilmembers Elvig, Olson, and Strommen; 4) and that the Transition <br />Team provide regular updates to City Council and that its first meeting be scheduled as soon as <br />possible. <br />Further discussion: City Attorney Goodrich advised the meetings of the transition team will <br />have open meeting requirements, as it will be a standing committee of the City Council. <br />Councilmember Olson asked how the transition team will come into play with the Personnel <br />Committee. Human Resources Manager Reed Kone replied she would expect the transition team <br />would discuss the options for finding a new City Administrator; the process would be worked <br />out through the transition team and options would be brought back to the Council. There could <br />be involvement through the Personnel Committee; she has not thought this piece of the process <br />through at this point; it is up for discussion. Councilmember Strommen suggested the transition <br />team meetings be held as lunch meetings on Tuesdays, with the first meeting scheduled for <br />November 21 S`. Councilmember Cook commented the Council has been discussing moving the <br />City into a City Manager form of government. He suggested this decision be made with the <br />recruitment for this position so it is known what the position entails. City Administrator Norman <br />indicated he had received direction from the Council to place the City Manager form of <br />government on a work session; it is included on the next work session agenda.
