put the water back in the areas disrupted by the sewer system. Mr. McKusick stated elevation is <br />critical on this, especially on 167th Lane. It was required that his basement floor remain so many <br />inches above the water level, and he thinks this is running about 18 inches high right now. This <br />concerns him because he is in a non -flood plain and he cannot receive flood insurance. Mr. <br />McKusick stated he is meticulous about what he has done to his back yard. He has sloped his <br />sides to enhance the property and as a safety feature. He would like to learn what the elevations <br />are. There has actually been a drought around the State of Minnesota and the water level right <br />now is at peak; he questioned what will happen during a spring thaw. Mr. McKusick stated after <br />24 years of living here he has never had water in his back yard. He would like to have a <br />discussion about how these dams are put in place. This ditch was built in the 1800's and they <br />never needed these dams; they always had a flow of water. When he asked why the dams are <br />being put in he was told it is for silting. He stated the rivers do not have dams; they need a <br />constant flow. Another thing is that when this project was done there was supposed to be a <br />slope. If a child were to fall into this without the slope their chance of getting out would be very <br />slim. He is wondering if something was supposed to be done that was not done. He would like <br />to meet with someone to find out about the elevation and to see the paperwork. <br />Mayor Gamec stated he has noted Mr. McKusick's concerns of silt, flooding and slope. The <br />Engineering Department will meet with Mr. McKusick and report back to the Council. <br />Mr. McKusick stated the Ramsey Fire Department responded to three boys in this type of water <br />situation three years ago. This water situation is a strict safety hazard, and he does not want to <br />see a repeat of that happening in the City of Ramsey. <br />Mayor Gamec congratulated Mr. Elvig, Mr. Dehen and Mr. Look on their elections on behalf of <br />the City Council. <br />APPROVE AGENDA <br />City Administrator Norman indicated the following changes to the agenda: <br />■ Case No. 12 moved up in the agenda as Case No. A: Consider Joint Powers Agreement <br />for Ramsey Star Express Commuter Coach Service <br />■ Case No. 13A added to the agenda: Request to Order 2007 Squad Cars in 2006 <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to approve the agenda as <br />amended. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Cook, Jeffrey, <br />Pearson, and Strommen. Voting No: None. <br />CONSENT AGENDA <br />Councilmember Strommen requested Case No. 11 be removed from the Consent Agenda and <br />acted on as Case No. 13B. <br />City Council / November 14, 2006 <br />Page 4 of 31 <br />
