Case # <br /> <br /> <br />COMMERCIAL/INDUTRIAL SITES WEST OF ARMSTRONG BLVD. <br />By: Megan Wald, Community Development Assistant <br />Sean Sullivan, TIF Specialist <br /> <br /> <br /> <br />Background: <br /> <br />In 1999 the City initiated a redevelopment study that began to look at underutilized industrial properties in the City of Ramsey. The study shifted focus to a redevelopment plan for <br /> the Highway #10 corridor. The EDA worked with Hoisington Koegler Group in the year 2000-2001 on a redevelopment plan for Highway #10. The plan focused on the northern side of Highway <br /> #10, starting at the corporate limits of Anoka and Ramsey and proceeding west to Armstrong Boulevard. <br /> <br />Subsequent to the EDA and Hoisington Koegler Group completing the first draft of the redevelopment plan for Highway #10, MnDot initiated a State Highway #10 Interregional Corridor Study. <br /> MnDot made a presentation to the EDA and City Council stating different options for upgrading Highway #10. In light of the MnDot study and uncertainty as to the future alignment of <br /> Highway #10, staff has been directed to shift redevelopment focus away from Highway #10. <br /> <br />Observations: <br /> <br />The Town Center area is located immediately east of the existing underutilized properties on the west side of Armstrong Boulevard. The use of these properties will become more important <br /> as the Town Center project proceeds. This area had been previously designated as a redevelopment area. It now appears that this area should be considered for acquisition rather than <br /> redevelopment as it will contribute greatly to the appearance of the Town Center. Recently, the Menkveld Co. has expressed a willingness to sell its property to the city.
