Minnesota Cities. . Ms. Kushner was asked to share her thoughts on a process for
appointing an interim administrator. Ms. Kushner stated that she believes that whoever is
selected as interim should not be considered for the long term position. The downside to hiring
an interim from outside the organization, she explained, is that there not many people who do
this and it is much more common to have an interim who is an existing employee. . Mr. Kushner
'. added that if no one came forward to express interest in serving as interim administrator perhaps
an existing employee could be talked into serving as interim. Ms. Kushner also explained that it
was very important that the Council let employees and residents know that there are no
problems. When an external interim is brought in that is typically taken as a sign that there are
problems internally or that the City does have confidence hi existing staff.

Transition Team / November 28, 2006
Page 1 of2

-41-
