master plan for signage. She stated she understands the need for the businesses to have signage
now, and the master plan may need to work with the first signage that is put in.
., '

.

Community Development Director Trudgeon explained this group has had the discussion of
consistency. In some respects the first signs will set the standard. He does not see strong
objections to the signage that has been proposed; ifthere is, it should be looked atnow.

Councilmember Cook stated he likes that the management company has come forward and tried
to come up with a solution for the businesses. He has a concern about this signage looking right
for the area. He asked if the City would still be able to work with the placement and appearance
of the signs if this is approved tonight.

Ann Knut, Sophia-Ramsey LLC, stated they are open to different fonts for the signage and a
tweaking of the style. They just took the initiative to promote the businesses and put together a
proposal for the signage. The signage will be a high quality product at a substantial cost to build.
Sophia-Ramsey would like to know they have the right to do this so they can offer their tenants
something going forward.

Councilmember Elvig stated he is in favor of this and appreciates Sophia-Ramsey coming
forward. He suggested staff develop a theme or a template for signage that would cover matters
such as font and architectural standards.

Ass't Community Development Dir/HRA Executive Dir. Frolik indicated the terms of the .
conditional use permit could state that the approval of the signage is subject to City approval.

Motion by CQuncilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #06-
12-379 adopting Findings of Fact #0787 relating to Sophia-Ramsey's request for a conditional
use permit to exceed sign size restrictions established in City Code and for multiple ground signs
on a single parcel.

Motion carried. Voting No: None.

Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to approve Sophia-
Ramsey's request to exceed sign size restrictions and for multiple ground signs on a single parcel
contingent upon receiving a written agreement concerning sign relocation responsibility based on
the findings of fact, and contingent on staff creating a signage template to be carried through the
entire region that would include color, material, and the dynamics of what the signage is
comprised of, and to adopt Resolution #06-12-380 declaring terms of the conditional use permit.

Further discussion: Councilmember Cook noted the proposed signage mimics the architecture of
the buildings, which is impOliant. Councilmember Olson asked how the placement of pylon
signs will be decided, as there is a finite number of spaces available. Ms. Knut replied the larger
tenants tend to be placed higher on the pylon. Sometimes tenants do not want to contribute and
pay for the panel. The existing tenants will have an opportunity and if they do not wish to be .
included on the panel, the location will be open to tenants coming in.
