.

asked if locations will be looked at with the design of the templates. Community Development
Director Trudgeon replied a template will be created with standards, and there will be a
reinvigoration of the discussion about master signage, including a look at locations: This will
involve discussion by the Council.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Cook, Olson,
Pearson, and Strommen. Voting No: None.

Case #6:

Review Results of Highway 10 Inspection Series; Case of City of Ramsey

Ass't Community Development Dir/HRA Executive Dir. Frolik reviewed that the City has
initiated an inspection program this summer regarding all businesses subject to the City motor
. vehicle sales, repair, and/or rental license. The focus of these inspections was on parking
standards and sign regulations. Each affected business was notified of the compliance check
program prior to the initial inspections and that the intent was to review the results of the .
inspections prior to issuing licenses for 2007. Businesses were also reminded that continued
operation of a business without a license is illegal. Staff has completed the series of four
inspections per business and compiled the results. Included in the staff report is a list of the
businesses found to be in compliance or progressing toward compliance with City Code
regulations. Also included is a list of business with unresolved issues, priQ"larily concerning lack
of required surfacing, outdoor storage, and/or possible salvage operations. Ms. Frolik indicated
there are many considerations regarding this matter and it may warrant placing the topic on a
. future work session for further discussion and review of possible options.

Mayor Gamec commented. with the City possibly purchasing items on Highway 10 there is a
question as to how much individuals want to put into their property. But as far as salvage or
junk, those areas should be cleaned up. He requested staff to notify the individuals that have
made comments when the work session is scheduled for further discussion.

Ass't Community Development Dir/HRA Executive Dir. Frolik indicated everyone on the
inspection schedule will be notified.

Councilmember Elvig noted Highway 10 is mapped and there are areas the City will not
purchase, but it is not known how the frontage roads will be and how all the businesses will be
affected. It is difficult to hold some of the property owners accountable to do improvements
when they cannot direct them as to what improvements to do or how vast the improvements
should be. He agrees with bringing this to work session. Some of the rules have been changed
and the ordinance needs to be reviewed considering what is compatible and fair while keeping in
mind the goal to keep this area clean. .

Mr. Mark Mulrooney, Son Watersports, stated he is on the agenda as not being in compliance
with this ordinance, and he would like to give a quick history on his company. Son Watersports
was started in 1998 to sell and service boats. Their facility has been ideal for them and they
appreciate being in the City of Ramsey. They sell a product that is about $60,000 and do about
$2,000,000 in revenue annually. They are doing their best to employ and keep people with about

.

City Council!
